Social Norms Change at Scale: Insights from Stepping Stones

This is a case study of Stepping Stones, which “promotes an inclusive, community-wide approach to address the complex issues communities face in changing social norms on violence against women (VAW), sexual and reproductive health and rights, and attitudes and practices towards people living with HIV”. The programme targets adolescent girls and boys aged 15 and older, as well as adults, in peer lead training groups. The case study documents and reflects on scaling up of how Stepping Stone changes social norms to ensure safe, ethical, and impactful programming.
